No dresses fit meee!?

I'm about 5'6-5'7 and a 32D. I'm about 125-130 pounds and size Small dresses that i try on from Juniors stores like Forever 21 and Charlotte Russe fit me in the waist and hips but not in the boobs area. Also often the dresses are too short. Is there anywhere I can go that has dresses that will actually fit me? xx
