Was not the PM's defence argument 'actually the behaviour of guilty men' as Wilileaks chief put it?

This could be as a wise statement as you said,"He could have rather told the houses that chances of overzealous party men engaging in such activities beyond the knowledge of the party chief, would be looked into!"But rarely it flashes !
