Why does he keep on asking me to meet again and again?

I think he wants to keep trying so he can get 'in' with you through the gifts and being nice.. and now with telling you he likes you.. it might be a way into your heart, that he's not in it just for sex or just cos he wants your body, but cos there's some emotions there from him. I think she probably finds you a challenge and likes that, so he's not stopping. For all you know, he's probably hit on many other woman too or slept with a few, kissed a few, and then coming back to you to see if he has any chances.. and keeps trying till he can. That's just my opinion. You've made it clear to him, and if he doesn't respect it then he's seriously an idiot and is sleezy
