Does the Government of India publish any list of free to air TV channels?

I am based out of Bangalore and would like to know if the Government of India has a list of free to air channels which it publishes for the public? I do not receive the DD LOK SABHA TV channel and on asking my cable provider asks me to buy a set-top box even though I know that the DD LOK SABHA (& DD RAJYA SABHA TV also) is a free to air TV channel. Thanks for your help.
