How do I get into the sewers in The Elder Scrolls: Oblivion for the Xbox 360?

The Emperor just died, and he gave me the amulet. I talked to the one guy that came in and he told me to go to the sewers. The problem is that I can't find the entrance to the sewers and there are two gates blocking my path.
