I own a 5th wheel and rent a space in a mobile home park. The rent is $300 plus electric which is $200 monthly?

I hardly think I am using that much power in a 34' X 10' space. I hang dry my laundry & I am hardly home. I hear CA is the only state where it is legal for parks to "REBILL" electrical charges and up the prices? Is this true? Also The gas line, sewer, water and ELECTRIC are all together less than a foot apart (except the sewer hook up which is a few feet) The electrical connection is right beside the water valve and half of the time I am fixing leaks. the electrical box is mounted on an old worn 2x4 and is very old, all of it! It seems dangerous yet my landlord do not care about my concerns. Where can I find 1 simple place to get all of my answeres to my rental problems in a mobile home park???
