If a basement floods on a house pending a sale, does that kill the deal?

In Livonia, Michigan, hundreds of houses had flooded basements because of huge rainstorms and sewers backing up. Suppose some of these houses were for sale, or even pending a sale. Would this automatically kill the deal? Would the buyer get their earnest money back?
