Was Hazare trying to compensate his criticism of Modi with another on Congress leadership?

I agree with you. Anna Hazare is a much respected Leader. He should keep away from Political Controversies and thus keep his gravity maintained. He should concentrate fully on drafting the Lokpal Bill and put all his weight to get it passed by the Parliament.
