What is the procedure for filing a complaint?

I would like to know is there a site that I could go to to find out the procedures for filing a complaint against my owner or either management? The complex that I reside at has gone without water for 2 days, (this is not the first time that has happened), I have called management several times and complained about the water bugs, roaches, spiders, pincher bugs, flies, Roley poly's, the weeds that are surrounding the yard, a tree that has fallen in the front yard, the sewer smell coming up through the shower, leaking faucets, and cooler making a loud banging noise when it shuts on and off. Every time I contact management they tell me that they will send someone out and no one has came. My grandson is scared to sleep in his room alone because of the noise, and my son has developed allergies within the last 3 months....I have signed a years lease this past March and I am so ready to move because of all the problems, Is there anything that I can do to either get these these fixed or either break my contract without having to be sued for the remainder of the Lease....HELP ME PLEASE I am at the end of my rope.
