If a municipality is using archaic methods to do something; like handle sewer water?

and thus, the muni is constantly flooding every Sprng, and if I have a guaranteed way to solve their problem but they are not accepting new RFPs [request for proposals]--how can I get them to listen to me? I am thinking suing them for gross negligence. IS there a better way?
